What you're talking about is a lack of the fire/air SIGNS. It has no meaning whatsoever.

This is true. I'm mostly earth and water. I have zero fire and like 1% air. I find myself attracted to fire and air signs, even in friendships. My boyfriend has almost no water or earth but plenty of fire and air. He gives me fire and air, I give him earth and water.
